Key European leaders are gathering in Paris today for high-level discussions on a collective security response following days of uncertainty stemming from the Trump administration’s chaotic briefing. The emergency summit, convened by French President Emmanuel Macron, aims to outline a European action plan for Ukraine and discuss potential troop commitments to a future stabilization force in the event of a ceasefire.
French Foreign Minister Jean-Noël Barrot confirmed the meeting, stating, “The president will bring together the main European countries tomorrow for discussions on European security.” He highlighted the increasing unity among European nations in the face of evolving geopolitical challenges.
Among the attendees are German Chancellor Olaf Scholz, Italian Prime Minister Giorgia Meloni, Polish Prime Minister Donald Tusk, Danish Prime Minister Mette Frederiksen, Spanish Prime Minister Pedro Sánchez, Dutch Prime Minister Dick Schoof, and European Commission President Ursula von der Leyen alongside European Council President António Costa.
A key agenda item is how Europe can provide credible security guarantees for Ukraine, including a proposal to grant Ukraine automatic NATO membership if Russia breaches a ceasefire agreement. This approach aims to deter further aggression by ensuring severe consequences for violations, a factor previously missing in ceasefires since 2014.
The urgency of the Paris meeting is underscored by parallel talks taking place in Riyadh, where US and Russian officials are set to discuss Ukraine without European or Ukrainian representation. This exclusion highlights Europe’s diminishing role in shaping Ukraine’s future and raises concerns about the continent’s strategic relevance.
With little time to assert its position, Europe faces a crucial moment to reinforce its security influence before the evolving geopolitical landscape undermines the post-1945 security order that has long ensured stability.
