Amid speculation of preemptive pardons for allies, Biden warned Trump against retaliatory actions. Meanwhile, Trump accused Biden of hindering the transition, vowing to overturn Biden’s executive orders.

As Trump’s inauguration nears, the outgoing president’s bold moves set the stage for a dramatic political shift.
