Diplomatic Engagements During Holi
In recent years, India’s Ministry of External Affairs has strategically organized Holi celebrations inviting foreign diplomats to immerse them in the nation’s cultural milieu. In March 2024, the Vrindavan Chandrodaya Mandir in Gurugram hosted a ‘Phoolo Ki Holi Celebration’ attended by diplomats from various countries. The Ethiopian Ambassador to India, Demeke Atnafu Ambulo, attended with his family, marking their first Holi experience. He expressed delight, stating, “This is a very unique Indian festival of colours, and I and my family are delighted to take part in the celebration.”
Similarly, in March 2023, the Minister of State for External Affairs, Meenakshi Lekhi, organized a ‘Holi Mahotsav’ in New Delhi, which saw participation from numerous foreign diplomats. The event provided a platform for envoys to experience Indian traditions firsthand, enhancing their understanding and appreciation of the culture. Freddy Svane, Denmark’s Ambassador to India, remarked, “It is the most colourful and joyful of all festivals in India… India is a game-changer and a pacesetter for other nations.”

Mauritius, with its substantial Indian-origin population, exemplifies how Holi festivities can enhance diplomatic ties. In March 2025, Prime Minister Narendra Modi visited Mauritius to partake in the National Day celebrations, which coincided with Holi. Addressing the Indian community, he reminisced about his previous visit a decade earlier, stating, “I came to Mauritius 10 years ago on this date. It was a week after Holi, and I brought the joy of ‘Phagwa’ with me. This time, I will take the colours of Holi with me to India.”
During this visit, Prime Minister Modi emphasised the familial bond between India and Mauritius, noting, “Mauritius is not just a partner country. For us, Mauritius is family! This bond is deep and strong, rooted in history, heritage, and the human spirit.”
He also announced the extension of Overseas Citizen of India (OCI) card eligibility to the seventh generation of the Indian diaspora in Mauritius, symbolizing India’s commitment to maintaining and strengthening ties with its global community.

Beyond the festival itself, India has been proactive in promoting cultural exchanges to connect with its diaspora. In September 2024, during his visit to the United States, Prime Minister Narendra Modi attended a cultural event in New York, where he highlighted India’s achievements and the return of nearly 300 antiquities from the U.S. to India. Additionally, Indian jewellers have been expanding into Western markets, leveraging traditional craftsmanship to appeal to the Indian diaspora and international clientele.
