China’s Local Governments Urge Officials to Use DeepSeek AI for Decision-Making

Beijing, China – February 20, 2025: Local governments across China are urging officials to use DeepSeek’s artificial intelligence models in decision-making processes. Senior officials have started issuing orders that encourage the use of AI technologies for civic administration.

An Wei, the Communist Party head of Zhengzhou, Henan province, urged administrative staff to “deeply study and master” advanced AI technologies to enhance, decision-making, analysis, and problem-solving”. Furthermore, the region’s political science unit published a pamphlet that claimed AI can serve “adviser and assistant” for governance and administration to local officials.

Similarly, officials in Laibin, Guangxi, were instructed to use AI for policy formulation, while Foshan in Guangdong integrated DeepSeek into its online government service system to provide “intelligent support” for governance.

This is the first instance Chinese government officials have been told to implement a specific AI model, although AI has been supported for “smart cities” initiatives post-Xi Jinping. Many educational institutions are also using DeepSeek’s R1 model for teaching purposes.

DeepSeek, headquartered in Hangzhou, has gained global recognition with its V3 and R1 AI models, which rival OpenAI and Google’s technology at a lower cost. Founder Liang Wenfeng was recently among the top entrepreneurs invited to meet President Xi, signaling Beijing’s support for the private tech sector.

Despite its rise, DeepSeek faces international scrutiny. The United States, Italy, Australia, and South Korea have banned its use in government departments, citing censorship concerns. South Korea has also removed the AI model from app stores.

As DeepSeek continues to expand, Chinese officials are exploring new applications for AI in public administration, signaling a shift toward technology-driven governance.
