Secretary of State Marco Rubio has frozen all U.S. foreign assistance for a 90-day review, including millions of dollars allocated for condom distribution in Gaza. The move follows an executive order from President Donald Trump, directing a reassessment of aid to ensure alignment with the “America First” agenda.
A White House official confirmed that funding for contraceptives in Gaza was among the halted programs, describing it as a “preposterous waste of taxpayer money.” The pause extends to USAID grants, loans, and programs that may conflict with Trump’s policies on diversity, equity, inclusion (DEI), climate initiatives, and NGO funding.
The review follows reports that condoms had been used by militant groups to float improvised explosive devices into Israel, causing widespread destruction. Additionally, Rubio’s directive comes amid broader scrutiny of aid programs, with 56 USAID officials placed on leave for allegedly attempting to bypass Trump’s orders.
While military aid to Israel and Egypt remains untouched, Rubio emphasized that every dollar spent abroad must make America “safer, stronger, and more prosperous.” The administration asserts that the freeze is necessary to prevent unchecked foreign spending and reinforce U.S. national interests.
